Campus Service Level Agreement for NDS and NetWare Maintenance and Services of the NCSUNDS Tree

 

Introduction

This document outlines the campus maintenance and service level commitments to be provided to the NCSUNDS campus community as a whole as agreed upon by the members of the NCSUNDS Novell Directory Services Tree.  These commitments will continue to evolve as requirements change and supported technologies progress.  This document will set forth policies and guidelines that will be abided by all members to ensure the stability, well being, and balanced growth of the NCSUNDS environment for all its participants.

Purpose of this document

Ratification Authority

This document has been ratified by the University Information Technology Committee (the University IT Committee).

Amendments to this document will be submitted to the University IT Committee for review.  There will be at least one formal review and submission annually.

Upon the request of any of its members, the University IT Committee will provide further review of any decision made by the NDSTech group.

Membership

The NDS Tech Group includes at least one member from each campus organization that has made a significant contribution of resources (equipment and/or personnel) to the NCSUNDS tree as determined by the NDS Tech group.  Any organization that has membership in the University IT Committee may be eligible for a voting membership in NDSTech, in addition to the organizations listed at:

Each campus organization will have one vote and will designate a voting representative.   In order to maintain the integrity of the NDS Tech group, voting members must be sufficiently educated and experienced in the latest non-beta versions of NDS and NetWare.  It is also expected that NDS Tech Group members have the authority to immediately make and implement decisions regarding technical matters.

New representatives will serve a non-voting probationary period.  After attending three regularly scheduled meetings, a probationary member may request a vote to gain full member status.  A probationary member may request a waiver of the probationary requirement.  Confirmation of the waiver will be accomplished by a 2/3 vote of the group.

Organizations who fail to send a representative to three regularly scheduled consecutive meetings will lose their voting membership for a period of 12 months from the last missed meeting.  Organizations can have as many non-voting attendees as they desire so long as they do not impede the business of the NDS Tech Group.

The work, pager, and home telephone numbers as well as the e-mail addresses of all NDS Tech Group members, [Root]-level administrators, and first-level OU administrators will be listed so that these individuals can be contacted at any time, including nights, weekends, and holidays.  This list will be kept current and will not be circulated beyond NDS Tech Group members.

Membership Changes

Organizations will be added to the NDS Tech Group after having met the entrance requirements of the NCSUNDS tree. (See section titled "NCSUNDS Tree Membership Requirements," subsection "Adding New OUs to the NCSUNDS Tree" below.)

Organizations will be removed from the NDS Tech Group as they leave the NCSUNDS tree according to proper exit procedures. (See section "NCSUNDS Tree Membership Requirements" and the subsection "Removing OUs from the NCSUNDS Tree" below.)

Expulsion of members will follow the procedures specified in Robert's Rules of Order Newly Revised, 9th Edition (ISBN 0-06-276051-3, 1990 edition).  Grounds for expulsion from the NDS Tech Group include, but are not limited to, undermining the purpose and intent of the NDS Tech Group, failure to adhere to the covenants contained in this document and its amendments, and using "Admin" accounts in an improper manner.

Parliamentary Authority

The NDS Tech Group will be governed by Robert's Rules of Order Newly Revised, 9th Edition (ISBN 0-06-276051-3, 1990 edition) in all cases where they are applicable and when they are not inconsistent with the bylaws of this document or any special rules of order the NDS Tech Group may adopt.

Officers

The NDS Tech Group will elect a Chair and Secretary for the purpose of conducting meetings in a fair and efficient manner. Chair and Secretary elections will be held annually.  E-mail or another acceptable method will be used to report the minutes of any official meetings.

Quorum

A quorum is a simple majority of all voting members (or their pre-announced designees) in the NDS Tech Group.

Voting will be conducted by the following guidelines:

In the event that a member needs to perform an operation normally requiring a vote before the next NDS Tech meeting, that member (or college/department) is responsible for informing the group of what needs to be done and why it has to be done immediately.  The member is also responsible for making a good faith effort to contact a quorum of voting members and ensuring that the procedure has been voted on and approved before the changes are made.   The member is also responsible for calling an emergency meeting the following business day.

No proxy voting or proxy motions on behalf of an organization by a different organization will be allowed; however, voting members may designate a substitute in advance if they are not able to attend in person.  With the exception of emergencies, only voting members may submit and second motions.

Amending this Service Level Agreement requires a 2/3 majority as specified in Robert's Rules of Order Newly Revised, 9th Edition (ISBN 0-06-276051-3, 1990 edition).

Affirming a vote on a topic not explicitly named in this document requires a simple majority of all voting members (or their pre-announced designees) in the NDS Tech Group.

If an approved action has not been taken within 90 days of its approval, the authorization will expire and another vote will be required.

Subcommittees

Subcommittees shall be formed as deemed necessary. 

Meetings

The NDS Tech Group will announce and hold monthly meetings.  Any NDS Tech Group member may call a special meeting if deemed necessary.

Official Communications

The web page currently at http://www.nag.ncsu.edu and the e-mail listserver nag@lists.ncsu.edu will be the official methods of communication to the campus community.  The listserver will be maintained in a configuration that will allow open subscriptions, that is, anyone on campus will be able to receive e-mail from the group. Minutes of the NDS Tech group's meetings will be published to nag@lists.ncsu.edu.
